An average civilian makes about 20.000 rupia, which equals about 2 euro's a day. A meal will cost less than 30 cents. So for 2 euro's a family of 2 parents and 8 children can eat a nutritious meal of fish and rice. This contrast sharply with a doctors consult which costs the same amount. If the choice is between eating or seeing a doctor, a choice is easily made.
